Meaning a ninja from a certain country will have (in most cases) techniques which involves his/her country's element. There are 10 countries total. Earth Country, Fire Country, Grass Country, Lightning Country, Rain Country, Sound Country, Wave Country, Water Country, Waterfall Country, and Wind Country.
